Every fall, the Santa Ana winds come back, and the same advice comes with them: the first few feet around your house matter more than almost anything else. Embers, not walls of flame, are what ignite most homes in a wildfire, and they land where things pile up. If your side yard, carport, or the strip along your foundation has become the place old stuff goes to wait, now's a good time to clear it.
Where California's "Zone 0" rule stands
You've probably heard of Zone 0, the ember-resistant zone within five feet of a structure. It comes from AB 3074, a 2020 law that told the state Board of Forestry to write the specific rules. Here's the sequence so far:
- August 19, 2026: The Board of Forestry adopted Zone 0 regulations, 8–0, as an emergency rule. See this summary from BB&K.
- August 28, 2026: The package went to the state Office of Administrative Law for review.
- September 8, 2026: The Board withdrew it from review. As of mid-October, trackers following the state's filing log report no statewide Zone 0 rule in effect and no effective date. See this status tracker.
In short, it was adopted but isn't law yet, and there's no compliance deadline. Check the Board of Forestry's page for current status, since it can change.
What's already required
Waiting for Zone 0 doesn't mean nothing applies. California's defensible space law already requires up to 100 feet of clearance around structures in State Responsibility Areas, and in Very High Fire Hazard Severity Zones inside cities. Parts of Santee, including newer hillside communities like Fanita Ranch, sit in mapped high-hazard areas. Look up your address on CAL FIRE's Fire Hazard Severity Zone viewer, and ask the Santee Fire Department what applies to your property. CAL FIRE's defensible space guidance covers the zones in detail.
The first five feet: what to clear
CAL FIRE's published guidance for the ember-resistant zone, and the version the Board adopted, point the same direction. In the first five feet around your home, that generally means clearing:
- Firewood, lumber, and wood piles, moved well away from the house.
- Combustible mulch, dead plants, weeds, and dry leaves or pine needles.
- Debris on the roof, in gutters, and on decks and porches.
- Stored items like cardboard, pallets, old furniture, and anything else that burns, including what's tucked under decks and stairs.
- Extra combustible furniture and planters crowding a deck.
The junk that collects there
In Santee, it's usually the same few things:
- A side-yard pile left over from a fence or patio project.
- Pallets and scrap lumber leaned against the garage wall.
- Broken patio furniture that was going to get fixed.
- Boxes in the carport that outgrew the garage. Our garage cleanout guide covers getting ahead of that.
- Old mattresses and furniture behind the shed. See our bulky item guide.
- Trimmings and green waste from clearing brush. Our yard waste service covers it.
- Leftover remodel material. See our renovation debris guide.
What to do with it
- Don't just move it. A pile relocated to the far side of the house is still a pile. Get it off the property.
- Don't burn it. Burning debris during fire season is a bad idea and may be prohibited, so ask your fire department before you consider it.
- Handle fuels and chemicals separately. Propane tanks and paint cans need special handling. See our guides to propane tank disposal and paint disposal.
- Photograph the area before and after. California's "Safer from Wildfires" framework reportedly recognizes a five-foot ember-resistant zone as a mitigation measure, so ask your insurer what documentation it wants.
If you just moved into a new development, our guide for Fanita Ranch homeowners covers what new neighborhoods tend to collect.
How a clearing haul works

- We load it all. Lumber, pallets, furniture, and yard debris go in one visit.
- You get a clear perimeter. See our same-day guide for what affects availability.
Questions about clearing around your home
Is Zone 0 required in Santee right now?
No statewide Zone 0 rule is in effect, though California's 100-foot defensible space law already applies in mapped high-hazard areas. Ask the Santee Fire Department what applies to your property.
Where should firewood go?
CAL FIRE's guidance is to move firewood and lumber out of the first five feet, well away from the house. Some people also cover or enclose what they keep.
Do you haul green waste and scrap lumber?
Yes. Yard waste, lumber, and wood debris are part of what we haul. Send a photo of the pile for a quote.
